Learn more about how we build homes built on relationships by visiting JOB SUMMARY: This position is responsible for identifying, sourcing, and managing unentitled land assets from project inception through the entitlement process. This includes the ability to identify unentitled land opportunities, negotiate land contracts, work with various City and County jurisdictions, conduct due diligence investigations including technical feasibility studies, work with consultants to prepare site plans, manage and prepare necessary budgets, prepare entitlement applications, work with community stakeholders, and secure governmental or quasi-governmental approvals needed to develop lots and build houses. ESSENTIAL DUTIES AND RESPONSIBILITIES: Acquisition and City Research Perform preliminary research and introductory meetings with various government agencies to identify new acquisition opportunities for entitlement. Source “off market” acquisitions opportunities and work with land owners to secure and contract land deals. Prepare Land Committee Investment Packages and memos. Acquisition Due Diligence Research and prepare fee & tech and development budgets for new properties. Develop project timelines for new community openings. Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related challenges to new acquisition opportunities. Land Entitlement and Government Approvals Review and processing of tentative maps, zone changes, final maps, civil engineering plans, LAFCO Applications, CFD Formations, LMD Annexations, architectural permits, BRE approvals, environmental approvals. Work with staff and elected bodies to manage approval process Preliminary Engineering and Planning Consultants Contract and manage team of consultants which will include civil engineer, landscape architect, land use attorneys, dry utility consultant, DRE consultant, title company, biologist, KBA, and CFD consultant. Budget Management Responsible to prepare and maintain fee & tech, entitlement, and development budgets and communicate budget status as needed to Division Finance and NAPA personnel. EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS: Education/Certifications/Licenses Bachelor’s Degree required (Real Estate Development, Urban Planning, Architecture, or similar discipline) Experience 3-4 years minimum prior experience in Real Estate Development, Architecture, Public Planning and/or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management. Land experience in acquisition, contract negotiation and relationship building strongly preferred. Knowledge, Skills & Abilities Proven ability to manage multiple priorities in efficient and accurate manner Solid understanding of Land Use Entitlement Principles A complete understanding of fundamental Real Estate and Urban planning concepts Consistently shows attention to detail Exceptional communication skills both written and verbal Proven ability to multi-task and complete tasks within a scheduled timeframe Comfortable with public speaking Intermediate computer skills are a necessity (Excel, Microsoft Project) Work Requirements Must work 8-hour days (during core business hours) with flexibility for longer hours, and after hours meetings, as needed Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.
