Job Summary

The Vice President/Chief Financial Officer UCSF Medical Center is a core member of the UCSF Health leadership team, responsible for the strategic financial management of the Medical Center business entity to drive optimal performance and support growth objectives. The VP has ultimate accountability for UCSF Medical Center accounting, auditing, capital planning, budgeting, financial reporting, reimbursement, revenue cycle, financing and design and operation of internal control systems. The VP has financial oversight and accountability over the adult service line. As a member of the senior management team, the VP leads executives in establishing strategy and objectives for improving health system financial performance. Directs large, multi-dimensional initiatives collaborating across entities and departments.
 

Accountable for aligning finance operations across UCSF Medical Center line of business finance teams and reporting on key metrics driving service line P&Ls. Regularly coordinates Adult Services, Cancer Services, and Langley Porter financials to reconcile budgets and monitor achievement of finance targets by service line. Partners with service lines on their respective Ten Year financial plans and consolidates into a unified long term financial plan for UCSF Medical Center. Serves as a senior advisor to President UCSF Medical Center/Adult Services, providing financial information for decision-making with a focus on cost management, revenue enhancement, and benchmarking comparisons. Responsible for all aspects of UCSF Medical Center accounting and financial reporting including regulatory compliance with accounting standards and practices. The VP/CFO is primarily responsible for the UCSF Medical Center’s new hospital financial planning, proforma and financial analyses. This position is responsible for all budgeting and financial forecasting and feasibility studies, long-range financial planning efforts and serves as a liaison with all governmental and non-governmental bodies that affect UCSF Medical Center current and potential financial situation. The VP/CFO monitors reimbursement of new therapies and high cost drugs, impact of 340b program changes and evaluates opportunities to optimize programs such as specialty pharmacy for UCSF Medical Center.

The VP/CFO UCSF Medical Center ensures a high level of financial coordination between the UCSF Health Leadership, School of Medicine, Dean’s Office, Faculty Practice and UCSF Medical Center and broader Health System including Benioff Children’s Oakland and other affiliates. The VP/CFO works closely with Revenue Cycle, Reimbursement Services, and Shared Services and takes responsibility for the accuracy and underlying drivers of financial information and reports. This position presents and interprets financial information on a regular basis to Senior Management, UCSF Health Committees, and Governance Boards.

Responsibilities of the Vice President Finance, UCSF Medical Center span the enterprise and require constructive relationships with all UCSF leadership, affiliate partners and outside agencies. This is a senior leadership position that requires a proven background leading healthcare finance and accounting functions, with a strong understanding of hospital operations. Expected to successfully interact, negotiate and build UCSFH relationships, programs and partnerships with an extremely high degree of autonomy. Recognized as an influential leader that strategically manages change through business planning and program execution to achieve broad initiatives.

Required Qualifications

  • Seven to ten years of senior leadership experience overseeing healthcare finance/accounting functions. Demonstrated experience optimizing financial administration/operations. Tested, proven executive with background in leading business/strategic planning, organizational development/reorganization, productivity improvement/cost management
  • Bachelor’s degree in Accounting or Finance or related field
  • Healthcare finance/accounting expertise and wide breadth of health system operational knowledge
    • Expertise in cost accounting principles, healthcare decision support systems/reporting best practices is necessary to effectively advise on management of P&L of entities/services lines
    • Demonstrated strong understanding of hospital operations is crucial. Apply wide ranging understanding of clinical finance and health system operations to think critically/identify areas for improvement. Big picture perspective of how health system operates in order to think strategically about how to integrate finance shared services, improve insight into financials/maximize profitability
    • Proven broad understanding of all financial functions best practices in order to optimize collaboration/coordinate across entity finance teams/shared service departments. Includes knowledge of key concepts related to financial planning/ analysis, budgeting, decision support, accounting, revenue cycle, government reimbursements, and health information management services. Knowledge of revenue integrity and charge master mechanics is required to provide strategic leadership over the function
  • Applies broad hospital operational knowledge, finance expertise, strategic thinking to advise service line Finance leaders/integrate finance functional units across Medical Center. Advanced change management skillset and collaborative approach is necessary to centralize finance under a unified structure
  • Expert skills in developing and implementing strategic plans, evaluating/developing staff competencies, organizing department operations, and leading fiscal management. Highly advanced critical-thinking, facilitation, and problem solving skills with ability to develop and apply innovative solutions
  • Strong business acumen and analytical skills, demonstrated experience developing and implementing operating plans, analyzing financial and operational data. Ability to accomplish results and effectively integrate functions with business plans. Consistently demonstrates and encourages a commitment to quality, customer-centeredness, productivity and continuous improvement
  • Highly advanced leadership skills, with the ability to foster teamwork and collaboration across departments for effective problem solving, conflict resolution, and consistent achievement of objectives. Demonstrates a leadership style that builds and maintains a climate of trust and inspires commitment from others to achieve organization goals. Remains professional/calm under pressure
  • Expert ability to collaborate with executives to centralize operations/develop and implement long-term objectives and strategic plans. Advanced organization skills. Proven ability to manage projects and execute strategic plans is required. Solves problems from various points of view and make difficult decisions. Ability to develop/maintain critical relationships across a diverse population. Successful experience working with confidential/sensitive matters
  • Advanced knowledge of clinical, financial, business information technology software, hardware, tools, techniques, systems
